LeFrak City cyclist doored in Jamaica Hills, killed by second driver: NYPD

Jul. 17, 2023 By Bill Parry

A cyclist was fatally struck near Captain Tilly Park in Jamaica Hills on Friday evening after he was doored by the driver of a parked car and then was hit by a second vehicle, according to authorities.

Police from the 107th Precinct in Fresh Meadows responded to a 911 call of a vehicle collision at 164th Street and Chapin Parkway at around 6 p.m. on July 14 and, upon their arrival, they discovered the 20-year-old victim lying on the roadway with severe head and torso injuries.

EMS transported the victim, later identified as Azizbek Soliev, of 57th Avenue in LeFrak City, to Jamaica Hospital Medical Center, where he was pronounced dead a short while later, police said.

A preliminary investigation determined that Soliev was riding an e-bike with pedals traveling southbound on 164th Street when the driver of a 2022 Mercedes Benz GLE 350 opened the driver’s side door. Slieve collided with the open door, lost control and fell on the roadway, at which point a 2019 Jeep Cherokee traveling southbound on 164th Street struck him. The 60-year-old woman who was in the Mercedes and the 35-year-old man who was behind the wheel of the Jeep Cherokee both remained at the scene and were not arrested.

The NYPD’s Highway District’s Investigation Squad’s investigation is ongoing.

It is illegal in New York for a motorist to open a vehicle door without checking first to see if there is oncoming traffic, including cyclists, according to the Vehicle and Traffic Law.
